Who can set up a charging station

Public EV charging is de-licensed in India. You do not need an electricity licence — you need a viable site, the right connection and correct electrical execution.

  • Individuals, proprietorships, partnerships, LLPs and private limited companies
  • Housing societies, hotels, hospitals, malls and educational institutions
  • Fuel station owners and fleet or logistics operators
  • Land owners with road frontage who want a lease or revenue-share model
  • Franchise partners of an existing charging network

Minimum site conditions

  • Clear ownership document or registered lease with owner NOC
  • 300–1500 sq ft usable area depending on charger count
  • Safe vehicle entry, exit and waiting space off the carriageway
  • 11 kV line or transformer reasonably close to the site
  • Space for LT panel, ACDB/DCDB and earthing pits

Step by step

How to start — eight steps from idea to energised station

We can handle steps 1, 2, 4, 6, 7 and 8 for you as a single package, and guide you on the rest.

  1. STEP 01

    Assess the site

    Check ownership or lease, road frontage, parking space, existing supply, distance to the nearest transformer and expected footfall. We do this as a paid or bundled feasibility study.

  2. STEP 02

    Fix charger mix and load

    Decide AC vs DC and the number of guns, then compute the sanctioned load required, including diversity and future expansion.

  3. STEP 03

    Register the entity and site

    Proprietorship or company registration, GST, trade licence and a registered lease deed or NOC from the land owner.

  4. STEP 04

    Apply to the DISCOM

    Apply to APEPDCL or APSPDCL for a new connection or load enhancement under the EV charging category, with the SLD and test report from a licensed contractor.

  5. STEP 05

    Check subsidy eligibility first

    Confirm whether your category qualifies at all — public stations by registered entities may; private and captive chargers usually do not. Apply before procurement, since benefits need pre-approval.

  6. STEP 06

    Build the electrical infrastructure

    Transformer, LT panel, ACDB/DCDB, protection, cabling, earthing, civil foundation and canopy — executed by us as an EPC package.

  7. STEP 07

    Install and commission

    Charger erection, integration with the CMS or network, safety testing, DISCOM inspection and energisation.

  8. STEP 08

    Operate and maintain

    Tariff setting, app listing, uptime monitoring, preventive maintenance and AMC.

Subsidy & incentives

Who actually gets a government subsidy — and who does not

This is the single most misunderstood part of the EV charging business in Andhra Pradesh. A private individual buying a charger is generally NOT given cash subsidy. Support is targeted, category-based and mostly aimed at public charging infrastructure.

Who is normally supported

  • Public charging stations open to all vehicles, set up by a registered firm, company or LLP
  • Sites selected under central public-charging schemes on notified highway corridors and city clusters
  • Government bodies, municipal corporations, transport undertakings and PSUs setting up public chargers
  • Fleet, bus and logistics operators electrifying under a government-backed programme or tender
  • Registered charge point operators (CPOs) applying within an open, notified scheme window

Who is normally NOT given subsidy

A private individual installing a home or villa charger. Personal charging points for your own car get no capital subsidy. At most you may get a domestic or EV tariff benefit from the DISCOM.

Captive or closed chargers — an apartment, office, factory or hotel charger used only by residents, staff or guests is not public infrastructure, so it usually falls outside capital-subsidy schemes.

Anyone who spends first and applies later. Almost every scheme requires approval or empanelment before purchase and installation. Retrospective claims are routinely rejected.

Unregistered or ineligible applicants — no firm registration, no GST, no valid site ownership or long-term lease, or no DISCOM sanctioned load in the correct category.

Forms the support actually takes (when you are eligible)

Capital subsidy on equipment

A percentage of charging equipment and installation cost, subject to a per-station cap — for public fast-charging sites, not for personal chargers.

Concessional EV tariff

A separate DISCOM tariff category for EV charging, typically well below commercial rates. This is the benefit most site owners genuinely get, and it drives your margin per unit.

SGST reimbursement

Reimbursement of state GST on eligible charging equipment purchased and installed within Andhra Pradesh, for registered business applicants only.

Stamp duty & land benefits

Concession on stamp duty and registration for land or lease used for public charging infrastructure under the state EV policy.

Central public charging support

Capital support allotted site-wise for public stations on selected corridors and city clusters — competitive, limited and time-bound.

Priority connection & single window

Time-bound new connection for EV charging and single-window facilitation through the state nodal agency.

Plan without assuming subsidy. Quantum, caps and application windows are revised by the Government of Andhra Pradesh and the Ministry of Power from time to time, and several windows stay closed for long periods. Treat the above as categories of support, not as guaranteed money — a station should be viable on tariff, utilisation and footfall alone. AP DISCOM paperwork

Document checklist for APEPDCL / APSPDCL

This is the set typically required for an EV charging connection or load enhancement in Andhra Pradesh. We prepare the technical documents — SLD, load statement and test report — as your licensed contractor.

  • Application form for new connection / load enhancement (APEPDCL or APSPDCL)
  • Proof of identity and address of the applicant (Aadhaar / PAN)
  • Company documents — certificate of incorporation, GST certificate, PAN (for firms)
  • Ownership proof: sale deed / patta / property tax receipt, or registered lease deed with owner NOC
  • Site location sketch and plot layout with the charging bay marked
  • Single line diagram (SLD) signed by a licensed electrical contractor
  • Load details and connected load statement with charger specifications
  • Test report / completion certificate from an AP licensed electrical contractor
  • Charger technical datasheet and type-test / BIS compliance certificate
  • Earthing and protection details, with CEIG approval where HT supply is involved
  • Undertaking for tariff category and safety compliance
  • Fire safety NOC and municipal / panchayat permission where applicable

How to read these numbers

Utilisation is the make-or-break input. New sites often start at 1–2 effective hours per gun per day and grow over 12–18 months as EV density and app visibility improve. Model your worst case at low utilisation, and confirm your DISCOM tariff and demand charges before you sign anything — demand charges on an oversized sanctioned load quietly destroy margins.
